When traveling back from Penang, I just wonder why the government does not want to improve the railway and offering better service so that we can significantly reduce the number of cars using Highway. The tragedies are happened on the road from time to time.

Not a good move, in my opinion. People should be encouraged to save water. I think that giving rebates like this may encourage people to spend more.
It's much better than the money is wasted and pumped into politicians' pocket.
Maybe they should cut the cukai tanah instead. That's also collected by the state government, right?
